I'm fairly sure they can't excuse themselves of cover for the third party (which is why third party insurance is a legal minimum to use a car on the roads) regardless of whatever dumb antics the driver was up to, but there are usually exclusions galore when it comes to covering the driver for their personal losses if they happen to incur them due to massive asshattery.
