If you believe the Government the reason they introduced them was - 'The plates will make it easier for cars to be identified as zero emission vehicles, helping local authorities design and put in place new policies to incentivise people to own and drive them.
For example, drivers could benefit from local initiatives such as cheaper parking and cost-free entry into zero-emission zones where those with a green number plate will be recognised as eligible.'

I'm not aware of any such schemes just yet.
Personally it depends; as a 'car person' I like to know what model each car I see is. With dedicated EV models like an i3, Tesla or Leaf then the green section seems otiose, however with multi-fuel models like the Niro, 208 or Up, it's kinda nice to be able to tell which ones are fully electric.
The other thing is, the green clashes horribly with some paint colours, but complements others nicely.
