EV Scooters - speed limits?

Many are now bombing along at 35+ in 20 zones. Obviously it would be hard to enforce 20 limits when they're doing it on pavements but should these vehicles now be registered to help control speed limits when on the highway ?

Some VED and insurance would also be useful.
