Charging points in blocks of flats

Anybody have experience of installing charging points in blocks of flats ?
One issue is one friend has been told by his block manager that the apartment lease doesn't specify allocated parking, so the car park is shared amongst all the residents. They won't install a charger as it would then allocate that parking space to an EV.
Now, this situation may change in 10 years time when there are more EVs but is there a way round this right now ?
Also, what charger should they install to service the greatest number of EVs ? Needs to be a fairly quick charger, no point in installing a 3KWh charger.
Do any of the chargers have a signalling system so the user is alerted when the car is charged and the "next in line" can move their car to the charger ?
