As noted, first see if you qualify for a freebie, if not, you can probably get a subsidised install via the OLEV grant mechanism. I used these folk:

Cost me £199 for a 32A tethered cable charger. As long as you meet the criteria, they do the paperwork. Just need to show a V5 as proof of ownership.
Yes, it's a rip off that they get £700 in total for this (£500 grant plus my cash) but ultimately I get a charger for £200, which is cheaper than DIY by a good margin. I think you'd struggle to get a used charger and get it installed for under £200. The installation is pretty trivial really, but of course comes under Part P regs. so has to be done by a qualified electrician, or via Building Control route.
I ran my own 10mm cable as I wanted it routed a specific way. 10mm was overkill, 6mm would have been fine or 4mm for a 16A charger, but I figured why not use 10mm - didn't cost much more from Screwfix and I'm paranoid!
You will need a spare way in your consumer unit or the they might charge you extra for what they call a 'non standard' install. Same deal if the CU is more than 10m from where you want the charger.
