4 hours in central London

If I drive up to Westminster and plug into the charging post, say, on Berners Road near where a client of mine is, I understand I get 4 hours free parking and charging.

I've checked out the post for a few lunchtimes and I see a van permanently connected with no indication of and sort of charging going on according to the display.

Are these things policed? I'll be a little miffed if people are blocking the units without charging yet connecting the lead to make it look like they are.

What are people's experiences in Westminster please? Also how do I get the RFID card to use these things, can't seem to find anything on the web.

They are policed by traffic wardens like any space. In future they will launch a booking scheme.

You get free on street parking in borough of Westminster in ANY bay, so don't clog a charger just to get the parking as a stupid i3 driver had done near self ridges the other evening..... The time restriction remains the same, which is usually 4 hrs.
