at 35m a 16mm cable is ample and yes, you can then hang the charger off the sub board. On the other questions I can’t help much but a local sparky can likely install the charger exactly to your needs. The big installers will likely want to run their own cable from your meter anyway.
For me, the cable will eventually be hidden by bushes and plants, and I'll recess it behind one of the steps going up to my front door.
