They do slightly different things, Pic is clickable and will resize the picture if it is too large. Img keeps the original size and is not clickable but can be combined with url tags as you have rightly pointed out.

Ahhh ok I had assumed img was an alias of pic. It's not in the Formatting guide though.

I'm not entirely sure why they were created differently, but PIC is the one I use most of the time, I save IMG for smilies and logos and things like that.
