Is that the bit about S 82 (2) (a) being used to remove the restricted road status and then before applying a new Order for a 40 etc. Once thats been done the 30 streetlights rule doesnt have an effect?

This morning I look in and about 8:30 am Puff has managed to retrieve all of the quote from somewhere and quoted it.

How does that work

This sounds most likely to me, once you had edited your quote then he would not have been able to see it, but there was nothing stopping him from starting to write a reply while it was still live and then only posting it the next morning.
