They were only added whilst the thread was still in the cess pit forum. If it had been posted originally in the news forum then the people wouldn't have posted those replies. Some of which should now be removed.

It does seem a bit silly to be in home and gardens when you are complaining about your neighbour,

I thought homes and gardens was about DIY, gardening, moving house etc.

I would have thought that as the OP was asking about reasonable times to mow the grass it might well be of interest to any other members that have a similar problems of this nature with neighbours, bit like lopping branches off neighbours trees and the like.

IIRC it was moved shortly after it was posted, so it didn’t do too bad with three pages of reply! and the OP seems to have got the answers he wanted.
