The ones I know of from my research are all TrafficMaster products, details at:

they market three products themselves, and also have details of Manufacturers products, such as those fitted to BMWs, Land Rovers, Toyotas and others.

The products are:
Trafficmaster Freeway (£79.99)
A simple, voice-based product that gives warnings up to 2 junctions or 12 miles in advance of problems (covers all motorways and major A-roads) using road-side infra-red transmitters, does not work without receiving information from these road-side transmitters.
The price includes the first years subscrption, subsequent years are £30.
Trafficmaster YQ2 (£189.99)
A more advanced monotone screen display device which displays maps of congested areas, in order to help avoid them in advance.
This device uses a more advanced network to receive information anywhere, and they even provide an optional desk stand for home or office use.
Monthly Includes the first months subscrption. Further time is available over six or twelve months for £60 or £110 respectively.
Trafficmaster Monitor
The daddy of all traffic systems, featuring a colour touch-screen display and even more advanced mapping, with overlaid congestion and traffic speed indication. It will also receive news headlines, weather and traffic incident reports.
It will also show vehicle position of the map, but does not perform any navigational tasks (A device with both Navigation and Traffic avoidance seems to be an opening in the marketplace..)
It costs a whopping £799.99 for the device, installation and three years subscrption. Further years of subscrption are £110. No direct debit scheme is available to spread out yearly subscrptions.
A finance scheme is also offered over three years for £19.50 a month plus a deposit of £97, for the same package as above.
