Moving topics

Noticed something a bit weird. I'm a "what's new" clicker and I've spotted that on occasions topics that were replied to a while ago (say a good ten minutes) suddenly appear at the top of the list again - even though no new posts have been added!

What's going on?

If someone adds a post and then deletes it the 'last updated' timestamp doesn't revert to that of the previous post in the thread.
