(RESOLVED)Free Classifieds?

I just tried to post a Classified Ad, and it wants to charge me. I understand from reading a thread from 2011 that it became chargeable for members who joined after Jan 2009, but this date would be brought forward periodically - Am I missing some rights to allow me to post free Ads, Or has the date of Jan 2009 stayed static?
