GTI skin on desktop

Is this the default skin when logged out on desktop now? I'm getting this with pale moon (firefox) and chrome on Win 10 when logged out.
The forum page topic links are tiny and the author column in the topic page seems to be twice as wide as it is with the PH classic skin. On a 1440p monitor it looks real bad.
Edit: actually there are loads of other issues as well. It basically looks like a style sheet has been removed.
