I do wonder if some of the usual suspects defenestrated from NP&E will just migrate to the Lounge to make comment on current events, making for some increased moderator workload there.
Perhaps some auto-modding to detect if any particular thread in the Lounge contains a number of links to known news sites over a threshold (particularly in the early stages) and automatically move the thread into NP&E might help.

The problem with NP&E at the moment is that it's just tiresome.
We've all been there, going out with a group of friends and there is vigorous debate but it's all well mannered and no-one is being stupid about it. Maybe no-one's opinion is actually changed, but there has been a free and frank exchange of views and everyone has at the least had something to think about.
Then there are those other nights with the same group where maybe someone has a proper bee in their bonnet or has had a bit much to drink, and before you know it you have two or three people out of the group essentially snarling at each other and throwing thinly veiled insults. It goes on for a bit too long and it goes from other members of the group casting knowing glances at each other to being bored and irritated that it's impossible to get anything resembling a decent conversation going.
The latter is what NP&E is like almost all the time, so I just don't bother with it. I drop in from time to time to see if there's anything worth reading or contributing to, but it's just too much of a point scoring slanging match for me.

Joking aside, it took me about three years from finding PistonHeads to actually signing up and posting stuff. Those first years I just read the forums without contributing. As the site has become more generically about cars as opposed to specifically about men building cars in sheds, I've joined up and joined in. I'm not sure the new criteria would've bothered me that much, as I don't think I post much in NP&E anyway. But I do see the validity in questioning if PHs is "for you" if you only want to post in NP&E? Personally I like the Pedal Powered bit, and elements of the Classic Cars part, and the occasional dip into photography and the more humourous threads, plus it's always an eye-opener in SP&L seeing just how far out of sync with 'the man on the Clapham omnibus' some of our fellow PHers can be. It's still a tenuous claim to make that I think I've got anything interesting to say, but the same can be said for people on either side of a debate really. There are users who seem to only want to hear their own opinions echoed right back at them, and very many who by their own admission struggle to read beyond a handful of sentences. And ultimately, I suppose, because I spend little time in NP&E these new rules won't alter my user experience much. Although I might be tempted to venture in there for a look more often now, if the new rules mean I'll feel more like I'm in an internet forum and less likely to feel like I'm wading through raw sewage.

There's a separate website, one I now forget the name of, but it's a bit of a "circle jerk" for the types you describe. I fell foul of such a group a long time back, but I have a thick skin and am capable of unticking that little box in 'My Stuff'. The other site was brought to my attention by another PHer as I was being talked about behind my back. I registered with that site so I could have a little nose at what was going on then dismissed it, forgot my password, and now have even forgotten the name of the site. My trouble is that I've got too much time on my hands really, so my post count is quite high. And while a cohort of PHers probably won't agree with me, I do try to self-edit, and recently I've deleted about a third of the posts I've typed at the 'Preview' stage because I've realised I've wandered too far off-topic or because I'm getting too emotionally/personally invested, so it's time to take a step back. Not saying I'm anywhere close to perfect, mind. I've had "that email" a few times telling me that I've had a post or two removed, and I'll admit to getting my dander up on occasion and getting within effective range of a ban too. Chew The Fat? It was created by a group who weren't happy with the way the PH forums were going and wanted more freedom in what they could talk about (might have been before the Pie&Piston was created and non-motoring threads were being locked? My memory is a little hazy). Looks like it's died a death.yellowjack said:

Chewthefat was the one I think? From what I remember originally it was a great little site for an online game we (PHers) were all playing and PHs wouldn’t let us have a forum for it.
This was before things like discord etc.
Then it gradually became a site for people fed up, or banned from PHs to go and complain about PHs (and the mods and posters) which was a bit odd and negative. Think it completely died off a while ago.
Just checked my links for it and they don’t work.

I thought it started as a communication tool for a browser game called Inselkampf loads of us were playing. Only later it became a forum for banned or fed up PHers.
That’s what I remember anyway, our names used to have info about the game on so it was definitely linked to the game at the start. Not sure when it changed but this was a long time ago.
Shows what a site with not much moderation and a low user base becomes like though. People complain about here but it still exists when many forums have died because it works. The issue to me is that no young users seem to be joining as they don’t tend to use forums anymore so the mood and emphasis here is changing as everyone gets old(er)

A web forum so toxic that it poisoned itself to death? Or just a one-trick pony that couldn't generate enough traffic to make it worthwhile continuing?

Indeed. It also became a staging ground for raids into PH, a place to talk about PHers behind their backs, and a place to say the kind of things that would get you banned from PH. Mind you, given that it was also a refuge for people banned from PH then that isn't really surprising. MesoForm said:
