You buy a car, you put fuel in it, dealers aren't fuel stations, you have a fuel gauge for a reason, plus Covid is currently making it difficult to have multiple people jumping in and out of cars, or havnt you heard?
He managed to drive for 20 mins beforehand, I'm sure there are lots of fuel stations within 20mins of Leeds.

You don't do it so people notice you've done it, you do it so people don't think you're a lazy prick as its the first thing they see when viewing the work you've completed for them.
I would imagine the dealer HAS put fuel in it, if they managed to get 20 mins down the road.
New cars arrive absolutely empty because of transportation risks, therefore the dealer has probably put in whatever fuel he had available on site, and as stated, Covid is prohibiting the amount of people who are allowed to jump in and move car.

I picked up a car from a dealer three weeks ago. Full tank of fuel.
Great dealers provide a service, and last.
Many others don’t and they don’t survive.
They may talk about it, but they don’t actually deliver it.
