F430 Scuderia exhaust valve fault

Seems like both the actuators on the valves are open all the time? I have a vacuum in the accumulator tank from the inlet plenum. I checked the 15amp fuse. I get a small voltage from the leads to the solenoids which allow vacuum to the actuators but I am not sure if that will go to 12v when I rev the engine as the wheels are not moving.

Seems a bit odd that both are open?
