Does anyone have access to a workshop manual and so would be able to tell me the hours alloted to the job of reprogramming a new set of remotes to the existing immobiliser system?

My local dealer here in Dubai want nearly 400 quid (about 8hrs at their labour rate) to do what seems to me to be a 15 minute task. would like to know the correct time allotment before I go back to them.

If you have the alarm system PIN I think you can do it yourself. The instructions are in the alarm system manual from memory. I could try and look for you tonight if it helps.
I think you need to put the system into programming mode via the PIN then use the new master red fob to pair the new set of fobs to the alarm system.

If you don't have the alarm PIN then it is a bigger job but 8 hours?

As above. Check you have the pin card. If you do, drop me a PM and I'll email you the instructions.
A dealer/specialist should charge no more than an hours labour to program them for you.
