Some will say yes, others (outside of England!) will suggest no.
Seals, fluids, bearings, joints and bushes however need using, if the car hasn't even turned over it could have all manner of problems lurking within the next 1000 miles.
It does seem silly servicing a car when it's doing nothing, but it really will hammer the sale price when the time comes

Servicing per se whilst in storage is not strictly necessary but it depends on how it was stored. Air conditioned, with regular exercise etc. and personally I wouldn't be particularly bothered as long as it has now had 'the works' done and there are no leaks etc. However, if storage was someone's barn and it didn't turn a wheel for 8 years then I would be concerned and would be looking for a cast iron fully comprehensive warranty before proceeding.
