I bought this replacement starter for my 1978 Porsche 924 and it just isn't working when installed in the car. This is me bench-testing it, what do you guys think? Is it working correctly?

It's hard to tell, but certainly it doesn't look to throw out far enough to start to engage with the flywheel ring gear to then come fully out.

Can you see anything on the car to see/measure the distance between the pinion and the ring gear to see how far it has to move to start engaging?

No 924 experience but done lots of tinkering on VAG engines of that era. All the pre-engaged VAG starters I've seen have thrown out more positively, and further, than that, assuming whatever you're powering it with on the bench has the required heft.
