Has the needle come off / slipped on the tachometer spindle?
This would appear to be the most likely cause
I think I’d look at removing the cluster and checking the needle is seated properly on the spindle forts of all.
Ive not done it, but there are YouTube videos showing how to remove the cluster to change the dial colours - and it appears reasonably straightforward.
You can reassemble the cluster, re-seat the needle at the 0 RPM position and all should be good.
