A car should only be insured on a policy held by the owner of the car. Note that I said 'should' and that I've made no reference to drivers.Separate policy for each person specific to that car.
There are exceptions when a car is in the care and control of a person who is not the owner.
A policyholder does not have to be a driver of the car. The main driver does not have to be the policyholder.
As many people as want to can take out a policy on a car as long as they inform the insurer of all material facts.
However, in practice few insurers will allow anyone other than the owner & registered keeper to take out a policy (with the exception of lease / HP arrangements).
This only ever comes to light when people try to claim and realise they have "omitted" certain relevant facts.
Oh and multiple people could not claim for the full value if the car is stolen / written off etc.
