Motorway Cops, BBC1 tonight

After pulling a motorist, and finding he had no insurance, the police officers let the motorist phone his broker to take cover out.Cover was refused by the broker as the motorist's credit car was maxed out. Police then impounded the car. Surely this cannot be right, or did I miss something?
