Leaving a trailer "parked" on the street?

quick question, is there any regulation over leaving a trailer, unhitched, on a street?
I'm not being a nimby here, it's just something I haven't seen happening very often, but in a street near where I live there is a trailer left out most nights. It does constrict the road a little bit, but there looks like room to get a car past (a truck might struggle, a fire engine would probably wonder about the speed bump ).

basically it can be left on the road, but must have lights on at night....so practically speaking its illegal as no-one will have the lights lit...

It's not got a standard tow-hitch connection, it looks like it hooks on to a bar rather than a towball (I'm not describing this very well, am I!). I think it may have been had away by now if it had a normal towball connector, as it's a decent sized trailer with a ramp at the back for loading it up, and it is usually occupied by a set of temporary traffic lights!
