Car won't start

The car I bought yesterday (51 plate Punto) won't start. It turns over once then dies. The dashboard clock has reset itself. It was very cold this morning.
I'm guessing the problem is the battery?
Is there anyway to tell if a jump start is all that's needed or if it needs a new battery?
