Are the DVLA staffed by monkeys?

History: over a year ago I moved to my present house. After the move I changed the address on the car's logbook & received a new one in the post.
Now, in December I taxed the car online and they sent the disc to the OLD address! I called dvla up & asked why only to be told that was the address they have on record & that I didn't update them on my address change, which is an offence.
When I suggested that was pants as I have a logbook with the new address on it they implied that it must be an OLD one. Eh? The snotty little jobsworth then told me to send it in & they would update their records and repeated it was an offence not to notify them of an address change.
So, I have a logbook that is correct, their records have somehow reverted to my previous address and I've got to send my logbook in to get the address changed to the one that is already on it.
Pure madness - are they always this incompetant?

Similar experience here. In 2004 my mum (and myself) moved to the address we are at now. Her Metro was taken off the road a few years ago, and sold last year without the logbook. However, both parties wrote a letter to the DVLA stating the situation, just as their website informed to. Sure enough, we were sent a form which was filled out and sent back. Next thing we know is they're offering my mum the choice of £55 fine or court because a clause in a letter in 2004 we were sent said that if we did not hear back from the DVLA in the event of [the above] happening, we are to presume they did not receive the letter and therefore the onus is on us to follow it up.
Incompetant *rude word of choice* organisation.
I have lived at the same address since I first got my licence back in 2003. I recently called the DVLA to obtain a replacement for a lost licence and was told that the postcode on their system is different to that printed on my licence. I wasn't sure how to react to that, other than to explain that it wasn't. They insisted. I insisted. Apparently the best thing for me to do is notify them of a change of address through the post. At this point, I politely hung up.
I also can't apply for a replacement online because the photo on file will expire within two years, but that's a different rant.

For both my car and my bike I had to send off the V5 at least three times before it came back with all the details correct. I'd correct one mistake and send it back, and it would be returned with that detail corrected but something else that had previously been right would now be wrong.
Well I'm waiting for a fine for not taxing my car as they've sent me a renewal notice for a tax disc that expires 31/1/11.
Problem is the car had new tax put on it when I bought it (and simultaneously transferred a private plate that had been on retention for two years)onto it in December 2010.
All details about the car on the renewal notice are correct apart from the obvious blunder.
So, do I waste a couple of hours calling to try to tell them it has tax which I expect them to deny, or, wait for the notice of fine and send back a copy of the receipt for the tax disc together with a copy of the still valid tax disc with a letter pointing out their error!

I've been told they get a message saying "STOP,BREATHE" appearing on the PC screens after 5 individual one-finger typing presses.
