Short Term Car Insurance - Under 21?

I've found a car on eBay that is cheap, cheap enough that I could probably take a bit of a risk with it. If I go for it, I'll have to get it home somehow and by home I mean Northern Ireland. I'm based in Liverpool at the minute, but I have nowhere to park a car here and parking in the city is about £6 a day+.
The Insurance is the big issue, there is Temporary Car Insurance (Day Insurance) but you need to be over 21. I could get my brother to drive it home, although I don't think he would be too interested in it. Under 21 I can get Temporary Monthly Insurance (Which I think is similar to the Temp Day cover) but for a month it was something like £900.
The other option I can think of is taking out a full 12 Month Insurance Policy, paying monthly, get the car home and then cancel the Insurance. This waya I would be doing the driving.. Are there any issues with doing this? Obviously if I have an off and have to claim I'll be required to pay the full amount. Is it wise to consider it, or should I just go with a different option?
