Ok, genuine question. Why are the roads in such s
tty conditions? I know the ice gets in cracks expands blah blah. But do other countries with same/worse weather have this issue or is it just us? 
I ask because I've noticed these last few days that my route to work has now become an absolute minefield as if it wasn't bad enough already, and on my way to my gf's there's a pothole of ~a foot deep on a fairly recently surfaced piece of road (within a few months)

Ice gets in the cracks and expands, blowing the tarmac.
Other countries don't have the problem, because they don't have cracks in their roads, because they don't lay 3" of bitmac on top of 3" of stones. They lay asphalt on top of reinforced concrete, on top of hard core.
