Transfer registred keeper into owners name

Hi I'm the registered keeper of my ex husbands car- ( he's the owner ), as I needed the car to transport my autistic daughter to school and therapies. During the last 6 years in court proceedings my controlling- abusive ex used the car as leverage to get his way into the court proceedings amongst taking away school and mental health support and financial support away for daughter.
We were supposed to share the car, but the car would be with the parent where the daughter is, which is with me.
The car is old with a powerful engine and has has about 4 times a year issues. Maintenance is costly and it take me about 2-3 months negotiating through lawyers/ social workers etc to get it fixed-paid for by my ex, ending up halve off the time without a car, struggling to get daughter into school.
During the last court hearing the judge wanted to prevent that the car was being used as leverage and to secure transport for daughter and said the car could not be sold without consent of both parties.
Currently the car is broken down again since a few months, and the mot, service, tax and insurance is due, on top of the other 4 issues which need to be fixed. ( rocker cover gasket, steering wheel, tyre replacement, brake lights )
I asked my ex if I could transfer the registered keeper in his name, as daughter now got transport to and from school funded for her autism.
My ex is moving to Dubai and doesn't want to sell the car, neither wants to be the registered keeper as he is not UK registered anymore.
He says he will get me arrested if I scrap the car, of register it into his name. Or will recover the costs of the value of the car if I scrap it.
I need the car out of my name as it will be fined and we can't use the car and its parked in our street ( still have costs for parking permit etc )
What can I do to transfer the registered keeper into his name? Or any other options to get the registered keeper out of my name without getting any more issues?

I can think of lots of amusing solutions but given the court order in place you should probably play it by the book.
Alternatively, dump the car in the nearest airport car park and post the parking ticket and keys to your ex. The longer he takes to recover it the bigger the cost.

I have a court order saying we can not sell the car ( this order was to protect me and my daughter from my ex husband taking away the car non stop/ using it as leverage for court and other related issues )
My ex husband says I can not transfer it in his name, as he de-registrered out of the UK. You can only transfer registered keeper into a UK based person? Is this true?
Plus my ex husband is threatening to sue me for the remaining value of the car if I get it scrapped.

You say he’s going to sue you for the value of the car if it’s scrapped…
Is it only worth scrap? If so, then I’d check with a solicitor that if you scrap it and give him the money, would that would be the end of it, as you’ve given him the value of the car back?

Does your ex husband still have an address in the U.K? You need to register the car to a proper U.K address, I don’t believe there’s any checks on the name given.
What will you do with the car when you register it to him? Leave it at his address also?
You should really get correct legal advice regarding this and maybe also consider some kind of restraining order as it sounds like he is still using controlling behaviour
