How would it work, we have a small car that does the majority of local miles, our large mpg is mostly used on long trips in Europe, how’s this going to pan out?

It's not. It's not even anything more than a think tank proposal.

You pay per mile.

Am I missing something obvious?

One question would be "How will they track how many miles you've done"

Every car will have to have some sort of transponder, along with roadside tech to interrogate. It’ll be ferociously expensive and is very unlikely to happen any time soon.

My insurance company knows how many miles I cover in the year.

I suspect that the issue is that EVs don't pay their way to the Treasury, they don't collect tax at the pumps and nothing on the road fund licence. Is there any option but to charge per mile driven, say 10p per mile on all vehicles? cannot see this happening quickly however, total change of system, perhaps 2028.

MOT will give the mileage every year.

I think some people are overthinking this. It has been proposed many times in the past to get rid of car tax and significantly increase the tax on fuel. That way, the more fuel you use the more tax you pay. However, this has also been proposed alongside a “registration” fee, which will likely increase every so often, which seems like car tax to me! Obviously, something different would need to be implemented for electric vehicles, but no transponders or infrastructure required.
Personally, I can’t see this happening as ICE vehicles have got a limited life ahead of them.

We were talking about it from a technical side of things at work the other day, and aside from the right to privacy side of things (nobody want's big brother knowing exactly where they are going 24/7), the logistics of getting something like this up and running would be horrendous - and the costs utterly prohibitive (and counterproductive - as this would wipe out the income from road tax for decades trying to implement something like this).

The only (and yet again expensive) way we could see of a project like this getting off the ground, would be a motorway taxation system similar to that implemented in Europe - but even if we went the way of the Dartford tunnel, with no barriers and only camera's - the costs would be enormous.

So many schemes have gone before...

I worked on part of the HGV Road user charging in the early 2000's from an infra perspective. The govt did not like the costs base, IIRC.

A lot has changed since then, especially from a telematics basis, but complexity in setting it up are significant.

Would be fine for ultra modern vehicles where you could stream the data off as a certified/approved data stream. Less so for older vehicles, or those in rural districts with limited/no data streams.

Also would not specify in which country the miles were driven, or if they were even on the public roads.

Plenty of mileage adjusters available.

Another reason to not worry about it.

The rate you pay could be variable according factors such as the time of day, location etc. Built-in congestion charging, in other words.

I'm sure that the government would love to introduce it tomorrow, but I suspect that the costs and complexities of such a project mean we'll never see it. Plus there'd be so many other things to consider, such as what happens if somebody decides to rip out their vehicle's transponder? What about all the foreign-registered vehicles that cross the Channel to use our roads?

Low emission and EV RFL is changing next year, they will be paying RFL from that point.

Put Road Tax on fuel. The more miles you drive, the more tax you pay.

I'm not suggesting this is a good thing, I think it's a way of collecting the tax.

Happy with this, my car doesn’t need an MOT anymore
