Two that may be faster...
Holeshot built two very special busa motors, one jack did for himself for his landspeed bike and one was for a customer westy - They were around the 700bhp mark.
The other was the z-cars Ultima built for a Spanish customer. That used two turbo busa motors, had AWD, new suspension design, full closed loop semi-auto pneumatic gearbox and very trick single ECU for both engines which gave full TC. That came out around 1000kg and 1000bhp.

The car's that I was aware of chronologically were as follows;
My own 2lt n/a Hart 420R Caterham 7 which ran 10.13 secs @ 134 mph back in 2006
Neil Booth's Westfield Hayabusa Turbo at TOTB in 2007 with 9.86 secs @ 154 mph (which I think is the one you are referring to)
The Hahlin "7" from Sweden which used a Volvo turbo engine and ran 9.30 secs @ 148 mph a few years after that
Russ Pursley's 7.2lt V8 Dutton on nitrous which was the first into the 8's with 8.92 secs @ 149 mph in the last year or two
All being road going two seater doorless sports/kit cars.

If you think that ^^^ is where Andy left off, then you are a long way behind the game.And what relevance is RV to a kitcar thread ?
