Its easy to keep motor insurance premiums down. Become the insurance company for the first bit (ie the excess) and have say a £1,000 excess, don't have any points, and you'll keep those premiums down. Incredible how many people have £250 excesses etc. Thats why insurance companies make so much money! Try being one yourself for the first part of your policy on the excess.

I've tried that before, above a certain level it makes zero difference, for me it was £600, any excess more nets little to no increase, even below that amount it's a difference of £20-80 on a ~£500 policy. Target Tommy said:

Oddly I had someone drive in the back of me at a red traffic light, firstly I had the recovery company offer me a car, then when at home I looked for a like for like replacement £140 a day, then insurance company said insisting they will supply with a replacement vehicle but hidden in small print was cost of £550 a day and they would claim from me if they could not retrieve from third party. I declined and hired a small car for 20 days at £2k.
I then tried retrieving my £900 excess I paid to repairing garage and the £2k hire, I Year later after threatening legal action they said that inadvertently sent my £900 and £2k to third party by error! Somehow I think they were trousering money...as I had written to then 3 or 4 times before the court last chance correspondence ! Insurance co's are just turning us over, one of the safest countries in the world to drive but also the most expensive.

As the Daily Mail would have us believe, anybody under the age of 30 is a feckless waste of oxygen that doesn't do much except attend festivals and moan about house prices in London.
With that in mind, it's not unreasonable to assume that the bank of mum and dad will be paying for cars and insurance for youngsters, who obviously have no interest in the legal side and just want to snapchat and facebook and twitter from their leased Vauxhall Mokka.
Perhaps it's a sign of the times that those driving around in the middle/outside lanes on their phones don't care, but it's in fact the older generation that may need accessibility options just to read the policies that they're paying on behalf of their kids.

Apart from missing the point of the OP, given that 85% of the premium you pay is to cover the third party risk, and given that the excess you have on your policy doesn't apply to third party claims, I don't see how the excess makes that much difference. This isn't quite as daft as it seems.
I drive obo the registered keeper a vehicle to transport them to various regular medical appointments. They cannot drive as they do not have a driving licence, due to being blind. However, that does qualify them for Disability Living Allowance (Mobility car - due to my relationship with them I am allowed under the Mobility scheme to be the driver so) and thus they are the insurance policy holder and I am a named person on the insurance policy, which then specifically prohibits them from driving the vehicle.
We both got a paper copy of the Insurance Cert and policy in text form which runs to around your usual 20 or so pages - have you ever asked for a Braille copy of a document like such - takes up a briefcase even in the shorthand versions of Braille. Next time you insurance Co pees you off with a £30 admin charge of whatever ask for copies of the new policy to be sent in Braille - it will cost them a lot more than the admin charge!
PS - Actually don't as that will just put costs up for everyone - genuine disabled people and bit by bit for everyone else.
PPS - Do though for British Gas or Royal Bank of Scotland documents as there is enough choice there to move around without costs going up for everyone!!!

It is possible to hire a car for £140 for a week that's £320 for 20 days.
