WH11 FC X - Ford Fiesta, this one was 'all kinds of wrong!' Not only was the spacing off, the 11's were sculpted to make a U, for WHU / West Ham, and the plate had blue letters.

ROM13 K - Ford Focus.

ST14Y UP - Mercedes C Class Coupe.

DOU6 B - Peugeot.

VO1 0MAR - Tesla.

WH0 5 JGH - VW Golf.

Essentially they are bumper blocks.
There is some Federal regulation that requires them because you see them on a lot of European cars in the US.

Not pretty but a 100% improvement on federal bumpers of old!

There mustn't be any bodywork beyond the bumpers, so those blocks are added to federal cars.
