You have quoted the dates which they produced, which for petrol cars is absolute bullst, most 2001 cars onwards are ULEZ exempt, not had one yet that is not, even those with 500 quid road fund license, because they are high polluters, my current runaround is one of those, on a 51 plate, but many Y reg are also compliant. With regards to HGV LEZ, that too is skewed, my Euro 5 Scania is compliant, a 2013 vehicle registered in Jan 2014 because it took ages for the body build, therefore compliant due to registration date. Hundreds others are in the same position. The fact it is Euro 5 is completely lost to these muppets.
You can argue your case as some have said and get your car cleared, disabled registered vehicles have exemption until October 2025. Showmans vehicles are exempt.
There is a whole other story to be told on this subject, there are thousands of non compliant vehicles not paying the charge, keep an eye on the press lol, it will get there eventually. Have a look at other vehicles around you, do you really think they are all paying a daily charge ?

Look at the ones with L plates, none are compliant, loads of buses are non compliant, so are loads of Council trucks and vans, BT and Royal mail the same, whether they are paying or not I have no idea but I doubt it. Camera policing is not really working lol, I took a C3 in part ex today, the girl said it was out of test in June so wanted out of it, fair enough and June was true, it expired in June 2021. My own BMW was out of test and tax for 5 months before I realized, used every day, not declared Sorn and no fines came.
Failures all around lol.

The first one I found online but I've heard of a similar case with a tractor from one of the Scottish islands.
A colleague sold his car with a failed engine, expecting it to be broken for spares. Shortly after he was receiving 4 NIPs for speeding a day from the roadworks that were (at the time) on the M11. Fortunately the DVLA immediately admitted he had correctly filed the sale with them and he wasn't getting prosecuted. However the tickets kept coming and he had to return the details for each one. I expect his plates were on a stolen car, as the tickets were always around the same time (2 south, 2 north) I'd hope the police would have been on the lookout for this car. Hope.

From 29 August, drivers of the most polluting cars will have to pay £12.50 each day to enter to the Greater London Authority boundary......continues
Complete bks. My wife has to commute into that area for her shop work. So that's circa £3000/yr out of her pathetic retail shop salary. Looks as if she's having to go looking for a new position nearer home. I feel sorry for all those who are stuck with it. So that means my visits to B&Q, Asda, Ikea, Lakeside, Bluewater, Romford market, Upminster underground station, and other miscellaneous places are of the agenda now. Oops, forgot about the hospital visit(s) and relatives.

They will pay the Congestion Charge.
EVs contribute towards congestion as well. Shouldn’t have been exempt in the first place.
