Are you claiming that TfL are lying? That’s fine but you’ll have to back it up with a little more than what you see out of your window. Just because a bus may be old doesn’t mean it isn’t compliant. Buses go through a few engines in their lifetime and modifications can be made to make a vehicle compliant.
I will concede that there are a few cases where a bus may not be compliant (as the link explains) but these are by far the exception to the 9000+ daily fleet.

I have a 2012 Mercedes ML 350 BlueTec. I checked on the TFL web site and it came up as non compliant so thought no more of it until I was looking to replace it and was looking at identical ones for sale that were all saying ULEZ compliant. I made a note of all the reg numbers and checked them on the TFL site and they were all compliant. I'm not one to give up easily. I checked with DVLA to see if they had the correct vehicle for the personalised number plate and they confirmed it was correct as in the past when getting online insurance quotes it came up as a 2005 VW Touareg which I've never owned. I called TFL again and the guy confirmed it is compliant as it has Ad Blue. I was asked to forward a copy of the V5 and heard nothing so I called several more times and got nowhere. Finally I called Mercedes who told me that amongst the documents supplied with the car when new, there is a small yellow covered booklet that confirms on paragraph 47 that it is indeed Euro 6. So I forwarded that with my V5 again and had a reply within 2 days to confirm that it is compliant and has been corrected on the system. My persistence paid off and now I am not pressurised into selling my car until I'm ready. Hope this might help someone else.

I don't really give one. My Civic type R is exempt and that's the only car I take to London. I do have to drive there from Devon so it's no problem. It's comfortable, at my age it's quick enough and it doesn't cost me anything extra to go to my daughter's in Ealing.
But London has always amazed me. I used to have a good friend in Richmond ( since died sadly) and I used to see far more 4wd's, and big ones at that, in Richmond than I do at home in rural Devon. Why is that?
I always said if I lived in Richmond I'd have a Fiat Panda!

They're great for navigating the potholes & speed humps, a Panda would be horrible in comparison.But London has always amazed me. I buy buses for a living, anything to TFL spec is non diesel now and older stuff subject to different levels of emissions standards all at least eu6.
