Was going to suggest it could be a trailer registration number, but if it was on the front of the truck... perhaps they have got confused and think it replaces their vehicle number plates?? lol

It's an Irish registration on UK plates.

It should read 161-MO-1655

Decoded as follows:

16 (reg year) 1 (first six months of 16) MO is Co. Monaghan and 1655 is the sequence number.

So basically the Irish Caravan Enthusiasts Club have had some plates made up over here...sur!
