What's the problem?
Any functioning adult knows that they shouldn't use swear words widely accepted to be highly offensive to plenty of people in a press conference. It's not like a heat of the moment comment not intended to be heard by a wider audience.
He's been given a penalty for it and might behave a bit better in future.

Swearing is haram in Islamic societies. In other ethnicities not so much, and very widely varying in flavour as well. I have found the Dutch to be quite forthright in their use of colourful language, and not always aware of what is or isn’t taboo in another culture. Apparently, the ultimate insult in Holland is to call someone a cancer sufferer, which seems odd and tasteless to us in England. Perhaps the sexually based swear words used in English might not seem too strong to Max Verstappen.
