2023 budget cap - Honda and Alpine procedural breaches

All teams were within the financial budget cap, Honda and Alpine both had a "procedural breach" (the cost cap applies to engine suppliers as well as teams, which is why its Honda and not Red Bull Racing).

Edit: it was the power unit side of Alpine with the procedural breach (power units and chassis are separate under the budget cap), chassis departments of all teams were ok
