He left Ferrari 3.5 years ago. I can't imagine he can tell the FIA anything remotely relevant about today's Ferrari.
I suspect that Ferrari's relative lack of pace is more to do with the top 3 teams being closer together than in previous years and the advantage fluctuating between different circuits.

I think its Lorenzo Sassi you might mean, sacked last year by Sergio Marchionne he will start work at Mercedes after a period of gardening leave, think he started last month if my memory serves, he would clearly have come with some oil burn secrets and Merc have already queried Ferraris battery packs as producing more than the allowed 4Kw, where would they have got that info from other than from Sassi

Tombazis left Ferrari in December 2014 in the first year of the hybrids, what on earth could he have told the FIA that is relevant to the 2018 Ferrari? Think your timelines are all mixed up
Its more like to do with Lorenzo Sassi joining merc last month and feeding them some secrets like oil burn which the FIA are investigating, secret oil tanks which the FIA have investigated, battery packs with an higher than allowed Kw rating which the FIA are investigating

If there is a Ferrari downturn from now onwards its more likely because of Lorenzo Sassi and not Nicolas Tombazis
