But then again I remember when Prost was setting the testing times ablaze, mixing in the top positions. Turned out they ran next to no fuel just to impress potential sponsors before they wound up.
I wouldn't say the Toro Rosso will finish more races than the McLaren this year, let alone make a habbit of out qualifying/performing them.

Deffo running in low fuel trim. 2017 Spanish GP Pole time was 1.20 point something and the race fastest lap was 1.23 point something. Looks like both McLaren, Renault and Toro Rosso have pace in this guise but as previous poster says, might as well stick a finger in the air.
