Given he now has very little involvement in F1, I think it unlikely that he woke up one morning and had a eureka moment.He was probably trying to diplomatically answer a journo’s question. I think he is happy to let the Liberty team come up with outline regs for 2021, which the FIA will adopt.
As an aside, if the engines could also be used in WEC, then that would also be a good outcome, but I doubt he is going to tell the ACO what their regs should be either.

It depends if they do want to do the same thing, or the opposite. The Gibson LMP2 engine is quite happy pushing out 650BHP for €1250 per hour and the LMP1 version will be looking at 750BHP. Last time I checked there hadn't been a failure in any of the production engines and if that's changed it's still well ahead of Honda F1 engine levels of reliability.Then the FIA decide to enforce 3.5 ltr F1 engines on the WEC and most manufacturers leave because of costs.

So how about taking the proven, reliable, cheap WEC engine and forcing F1 teams to use it, or at least the core elements of it.* They would then have free reign over any liquids that went in to it or hybrid systems, etc that bolted to it. Like LMP2 the engines would have to be returned to Gibson on an exchange basis for servicing/rebuilds and another random, sealed engine sent out.
- Because Ferrari would throw their toys out the the param, as usual.

I very much doubt that anybody bar the most nerdy anorak cares who makes what engine.IIRC, The Cosworth DVF engine (and derivatives thereof) could be found in F1, F3000, IndyCars, SportsCars and others and I don't recall much in the way of negativity then.
