Firstly your sums are way off- the Mercedes which burns the most oil is in fact burning less than one gallon per 500 miles, and I am talking US gallons compared to your ambiguous metric- a US gallon being of course 20% smaller than a proper gallon.
Secondly I believe F1 PUs are getting on for 50% thermal efficiency which is pretty much unprecedented.
If you are trying to make an environmental case against F1 you do not need to try hard, look at the logistics and the number of sets of tyres used for a start.
The limits on oil consumption have only recently been applied.
IIRC they used to have a "reserve" tank of oil. I don't think that oil was even the same as the engine oil.
