On the one hand Honda are footing half their bills and providing the drive train. If that falls apart, then McLaren could be on the hook for a few million paying for customer engines and then there is the, likely quite real, chance that the chassis aint all that and they still don't perform. Egg on faces all round.

The units earmarked for Manor could be ready by mid season, essentially it's confirmed they spoke to Mercedes and they didn't say no.

Under Ron second was never good enough. Under Mansour/Bahrainis, perhaps it is? Or perhaps even SuperZac needs results to attract the right partners (will they now drop that moniker too, I wonder?) Or perhaps the hints that have been dropped about the divestment of the F1 team are true and they need results to build up the value of the team?
What is clear is that nothing will change this year. Others have said that it's a harmonic issue that's stopping Honda running the engines at full power. I'm guessing that for PR purposes they will indeed turn down the engines in Melbourne.
Honda will come good, the last 2 yrs they blamed the token system this year they can go balls out now so it will be sorted I reckon! Look at how redbull slagged Renault off then looked daft when they couldn't go elsewhere!
Now they're back with Renault and last year after the upgrade the car was competitive come Monaco!

It hasn't worked for the last 3 years though and Honda are in a fresh engine design and effectively 5-6 years behind Mercedes in development.another 3 points said:

Honda woukd struggle to beat max mosely at one of his special parties.
