Ferrari won't sell Red Bull an engine. Neither will Mercedes. Can't imagine Honda would welcome their st right now either. So Cosworth?
no chance.Cosworth (as in the F1 engine builders) no longer exists, and even if it did and had a HUGE bag of cash, would need 2+ years to come up with a serviceable powertrain.
the real answer is either Merc or Ferrari, and I suspect neither of them want to go there.
Did Red Bull pay for their Renault engines or were they the 'official supplier'?
If the latter they really need to have a word with themselves, the engines have been poor, granted, but surely you need to work through them. This engine token rubbish is causing more problems than it solves imho.

To throw an even more interesting one into the discussion, Renault, Daimler and Nissan(Infiniti) are in alliance together sharing engines and platforms already, so it wouldn't be beyond the realms of possibility for Merc to supply the engines and Infiniti to keep sponsoring the team.
Some current Infiniti road cars use the Merc Diesel engine I believe.

I'll just throw this in for discussion.
Infiniti - Redbull sponsor
Infiniti is Nissan.
Nissan make/brand a lot of engine for sports car series.
But as it's not been said this week - Audi

no new engine is an option, quite apart from the massive costs to develop one, the time is simply not there for 2016
Merc. I reckon they are under pressure to do so.
Despite RB being allowed to dominate the sport for years, not to mention Ferrari before them, a season and a bit's domination of the sport, with the car/engine/driver/team combination setup set, it is considered a threat to the spirit of F1.
One wonders why? Many might have their own opinions.

Renault buys Lotus, their Mercedes engines go to Red Bull.
Mercedes has already run an upgraded engine to the pole/win at Monza that their customers do not have. Same next year, Red Bull get the customer Mercedes engine one spec behind the factory team. It'll still be better than the Renault they currently have but not as good as the one in Hamilton and Rosberg's cars.

Bernie wants red bull with Merc engines.m what he wants, he usually gets unfortunately. He's worried Mateschitz will take his toys and play somewhere else......
I think Mercedes would be mental to supply them.....

you're reading too much into this.the customer teams get the same option of engines the works team do.
only reason merc ran the new engine and customers did not is because of 2 reasons:
1) they did not want to risk it (see Nico for details)
2) they were out of sequence for a new engine in their yearly allocation.

The one thing I'm not so certain about, is who would supply red bull with fuel and oil as I'm under the impression that this is quite critical to the performance?

I'm not sure of the Merc particulars but they mentioned the Ferrari deal this weekend on the coverage and they are on their 5th iteration of fuel and lubricants that has led to ~40 hp difference.
ETA: I think this is what Merc have alluded to with their new engine. It's the additional avenues it opens up for future work around the fuel etc
Renault will either become a team, or pack up and leave.
They have now said it will be Austin before they spend their engine upgrade tokens. National political will play a part, but if the engine is still a dud a la Honda, I think that they will quit. Bernie has been helping with the wages at Lotus and promised Renault a seat at the top table if they stay. All to get RB a decent engine and up at the front again.
If Renault stay, the RB will get the Merc engine and I suppose TR a Ferrari, while Renault get their act together. If Renault go, then so will Lotus. The financial sword still hangs over Sauber, Force India and Manor.
Hass arrival next year is likely to be the future format of F1, buy your bits from the top teams and effectively run customer cars. There is much more still at stake than just RB getting a useful package
