I would think it would be a bit difficult to bid without knowing what the 2017 rules are going to be ?

There appears to be a perception that F1's tyre issues result from Pirelli's inability to supply a decent product, which unfortunately isn't true. Pirelli aren't supplying the best tyre they can make, they're supplying a product that's deliberately designed to be fragile because that's what they've been asked to do. It doesn't matter who wins the bidding process, what matters is the design brief the winning bidder is given, hopefully they'll be asked to supply something that doesn't fall apart after a bit of hard use.
Quite why a tyre company would pay good money to supply a product that (rightly imo) comes in for so much criticism I don't know.
