Can't really find anything to disagree with from Coulthard.
My suggestions would be...
1- Wider track as per DC's suggestion
2- Wider tyres front and back as well as a move to 18" rims
3- Wider rear wing as per WEC so that the end plates are level with the outer edge of the tyres, either 2 central supports or end plates, also limit it to one element, no DRS
4- Reduce the thickness of the plank
5- As beautiful as they are the front wings need simplifying, limit it to 2 or 3 elements
6- Bring every tyre compound to each race, let the teams decide which THEY want to use and not Pirelli, if that's not possible due to the logistics then leave as it is with 2 compounds but allow mixing like motogp, e.g. soft fronts and hard rears, this my help front grip when following closely and help the rears last longer?
7- Bring back refuelling
8- Only 4 mechanics allowed for tyre changes, same mechanic undo's nut, takes wheel off, fits new wheel and guns up, have a mechanic on stand to catch removed wheel for safety, this then does not rush the refuellers into making mistakes
9- Exhaust pipe to exit at least 300mm further back than the last aerodynamic surface
Don't know how effective these would be and for sure would need tweaking but its my start anyway

7- Bring back refuellingSo you want the teams to have free choice of tyres, but then want to introduce refuelling again? That 'free choice' just became the softest option. Pirelli won't bother making the Hard tyre anymore

They'll likely still be able to change the tyres faster than they can fuel the car as flow rates will be limited for safety. I'd assume this is part of option 7?

The survey will ask fans what they want to see from the show, then it'll be up to the technical working group (if that still exists) to work out how to achieve these requests.
The question will be "do you want the cars to be able to follow more closely", not "do you think that front wings should be limited to a single or double element", because casual fans have the faintest idea what that means or what it'd achieve.

That is also why the sport is not promoted in the slightest, they just want the max return, it would be nice if someone could pull the rug from under them and see their investment go down the pan (teams exit to new rival series, hosted at the traditional tracks) it will never happen as they are all getting far too rich from the current system.

I'd mandate a downforce limit say 1.5 tonnes and say you can achieve it anyway you like
with the proviso that cars must be able to follow each other in order to gain an aerodynamic 'tow'
also engine regs are free just 200ltrs of fuel and weight penalties for amounts of energy recovery
