Interesting to read the comments in this piece - http://www.bbc.co.uk/sport/0/formula1/32375705 - about the titanium spark plates and some of the reasons for using them this year in relation to Red Bull. Whilst they are obviously suffering from engine issues it also seems their chassis isn't up to the previous performance levels - last year in particular Ricciardo showed that their chassis was very capable. So have the FIA finally managed to get the Red Bull closer to the intended regulation standard in terms of ride height during the race? It may well account for them not being significantly better than Torro Rosso this year whilst last year they did appear to be.

Yes i read that. I don't think its the full reason why the Red Bull chassis side is as good as usual.

I think they removed a large amount of downforce to try and get some straight line speed make also be hitting them.
