Why does it take so long to recover a 700Kg car,
Because they are crap at it and use the wrong equipment, and the cars are only lifted from one point, the main roll over structure
If they had two lifting points and a suitable truck mounted crane, they could drive up to it and lift it in a fraction of the time

The circuit has to be controlled by flags at a minimum if any recovery is ongoing
Your idea will not make recovery of loose parts any faster
Race finish under safety car bothers nobody but you

Still need marshals on track to hook up - The Marshall are already there. maybe a bit more training is needed.

Marshals are not 'crap at it'. They certainly were crap at removing the Red Bull in China.

Your idea will not make recovery of loose parts any faster. True, but marshalls should be on the scene quickly to clear debris.
Race finish under safety car bothers nobody but you. So you claim all other race viewers are happy with a safety car finish every race then? I think if you took a poll , most are not happy with even one safety car finish.

My suggestion would be to have the drivers hit the pit lane button within a specified few seconds of the a safety issue warning light. The car or debris can be quickly made safe, and then the race continues. The fuel usage would be close to zero or could be zero if cars went onto electric mode.
