From my experience it's about holding onto an overall design direction and also keeping tabs on what the teams are developing and what is worth committing too and what needs to be sacked off.
There has to be one person with a solid vision that can direct the efforts of everyone else.

Only 4 names I'd feel confident they'd understand/know the best direction to point everyone in

Newey was definitely in Italy a few weeks ago, testing one of his cars at Mugello, where he was spotted in his Red Bull racing overalls.I don't know what this means for the Ferrari story. 2+2= whatever you want it to be.

Of course there's no hard evidence, you'll never get that. But it's ok to make the odd assumption. I think he's done the deal and will soon be announced at Ferrari.
What do you think, if you were asked to speculate, as I am doing?

I don't think he needs to take people over from one team to another to be effective at his role, but I do tend to agree that history tells us that the British influence at Ferrari is either wasted or needs to be totally accepted 100%, as it was during the MS years of dominance - also Ferrari's last period of success.
