I’m guessing that once he lost out on turn 1, they decided to go a completely different way for Norris, maybe they think they are going to be super easy on tyres and have some massive over speed at the end of the race?

Red Bull will just extend Max now, to counter Norris extra tyre life potential at the end.

This strategy for norris reminds me of the stupid merc strategies they used to use when it was clear to come in but they left Hamilton out and he ended up getting mugged.
